A bit confused on why they would offer this at $9.99 when in the huts menu it’s $24.99, doesn’t make much sense.

To me neither. I would think 9.99 in the menu but if you wait then you can get the bonus berries for th same price

All this is likely to do is anger those that pay 24.99, then see it for less than half with berries at least once or twice a year

My guess is that it's at that price for the people who want it "right now" and will pay that price to have it -instead of waiting for it to come around on the EO rotation.
