You can, but as far as I know they are only in the 60SB boxes, and even then it's not a certainty....meaning folks may get them in one try or 100.

They do seem to come up in the daily EO every 6 months or so. I've noticed, since there is a delay in new content as they work on bugs, that older EO's are rolling back around.
