You don't have to be a VIP to see those offers, they show for everybody. You might not have seen it because you had already/had not yet updated? I am not sure about the exact time line, but I know that EOs are different in old and new updates, so people without the newest update get other EOs than those with the update and vice versa.
EOs can have hiccups, though. So maybe you should have had this one but something went wrong.
